In Manila Bohlen began to receive requests from Dulles’s successor, Christian Herter, asking his advice in dealing with the Soviet Union. Much more welcome were the same requests from the new administration in Washington. Bohlen made no secret of his pleasure when John F. Kennedy won the presidency in November 1960.

Nevertheless, Bowles remained characteristically buoyant and optimistic. Bowles remained in political life. Elected to Congress as a House Democrat in 1958, he served one term, in which he lobbied for foreign aid programs while a member of the House Foreign Affairs Committee. Once he decided that Adlai Stevenson and Hubert H. Humphrey could not win the 1960 Democratic Party presidential nomination, Bowles gave his support to Senator John F. Kennedy. In a bid to win liberal favor, Kennedy asked Bowles to be his campaign’s foreign policy advisor.

Bohlen lost his temper and berated his friend for having no faith in FDR’s plan to appeal to Stalin’s national interest at the end of an exhausting war. All Stalin wanted was a clear acceptance by the West of a sphere of influence for the Soviet Union in Europe at the end of the fighting. Back on speaking terms, Kennan sent a simple proposal to Bohlen, who was advising FDR at the Yalta Conference in February 1945. ’’ This sounded remarkably like the containment policy that Kennan would formulate one year later.
